The fight in Delhi Kejriwal vs LG finally ended yesterday after LG wrote a letter to Kejriwal and asking him to meet IAS officers urgently to discuss issues of both the parties through dialogues. But what actually led to such a situation in Delhi is a matter of concern. Let’s try the analyse the causes of the scenario.
Important Pillars of Democracy
There are 4 main pillars of Democracy namely, Legislature, Executive, Judiciary and free media. These all 4 are essential for proper working of a democratic country. Judiciary and free media performs important task of keeping an eye over the democratic government and bring out their failures in front of the people. Let’s not dive more into these two and try to know about pillars important in the current context i.e the executive and the legislature.
Legislature and Executive
Legislature includes our elected politicians (MP’s & MLA’s) whose work is to make laws in parliament for the benefit of the people and Executive comprises of the the bureaucrats (IAS officers & Civil Servants) and their work is the execute and implement the laws made by the Legislature, check their day to day working and the report the progress of the new laws and the changes that could be made to make the laws more beneficial. The IAS officers working under the state government needs to report to the state government only.
Difference in case of IAS officers working in Delhi
Before May 2015 just like other states the IAS officers used to report the state government only but in May 2018 central government issued a notice that these IAS officers would not be reporting to Delhi CM anymore. There reporting was changed LG. This was an undemocratic decision as LG himself is elected by the Central Government and not the people of state. Also the Service Department and ACB (Anti Corruption Bureau) were ordered to report to LG. Service Department has the power to punish the IAS officers in case they are not working properly. In rest of India these powers lie in the hand of democratically elected government but in case of Delhi the power has been transferred to the LG.
Kejriwal vs LG Root Cause
Mr Kejriwal in previous years has raised his concerned over the issue several times and a hearing is also going on over the powers of LG in Supreme Court for the last 3 years. The incident that gave rise to Kejriwal vs LG was the alleged assault of of Delhi’s Chief Secretary. The investigation is underway in the alleged assault for over 5 months. All CCTV footage have been taken by delhi police and still they are unable to come to a conclusion. So what actually happened that night is still not clear. But after that incident there has been a war between the IAS officers and Delhi Government.
Recent Press Conference of IAS officers in Delhi
The recent press conference done by IAS officers is quite contradictory. In one of their statement they denied from any strike and said that they are attending all their meetings. They said that they are regularly coming to the office , doing their work and returning to their homes in the evening. In the same meeting in other statement they said that they are not attending some meetings because they are afraid that they can also be assaulted. So their press conference was quite contradictory. And makes us sense some suspicious activity going on.
Delhi’s Ministers Point
Delhi’s Minister to prove their point have presented the attendance sheet of meetings and there was no IAS officer present. As an evidence attendance sheet of meeting for environment was produced and in that sheet absent is marked in place of Environment secretary.
Both the parties have put their point forward but who is lying still remains to be seen. Currently the fight Kejriwal vs LG is over but how long will it take to resolve the fight forever still remains to be seen.
